Monitoring and Evaluation

Our monitoring and evaluation services determine the project outcomes and the impact on individuals, families, and communities.  These activities enable us to generate results-based recommendations and evidence-based reports, as well as case studies, success stories, and photos for our corporate funders.  Our monitoring and evaluation also equips us to assess progress toward achieving program objectives and manage risks.

EDC HHD Asia has developed a wide array of quantitative and qualitative tools and processes to gather and analyze program-related data.  Our interactive and creative approaches go beyond traditional and scientific measures by tapping into people’s experiences and ideas, allowing us to focus on both the process and the end results.

  • As the Center of Excellence for Hewlett-Packard’s Learning Initiative for Entrepreneurs (HP LIFE) in Asia-Pacific, we monitor the activities of 48 training centers across Asia. Using our monitoring and evaluation framework, we compile and analyze quarterly reports from local partners, interview project staff and beneficiaries during on-site visits, and hold programmatic workshops to engage partners and foster ownership over the monitoring process. This on-going process enables us to recommend additional ways to enhance program effectiveness.
  • In 2009, we evaluated the Lao Government’s Child Protection Network for UNICEF, focusing on program relevance, effectiveness, efficiency, and sustainability.  Employing a variety of research methods, including Most Signficant Change (MSC) and semi-structured interviews, we engaged the following stakeholders:  children, parents and leaders in 20 villages in southern and central Lao PDR, as well as national, provincial and district government officials and key staff from international NGOs.
  • The United Nations Girls Education Initiative (UNGEI) in China provided formal and vocational education to ethnic minority girls – a population particularly vulnerable to trafficking and prostitution. We observed sites and activities in three provinces in China. We also interviewed stakeholders, such as government officials, teachers, students, community members, and international NGO staff. Our work contributed to the 2007 UNGEI publication, “Toward Equal Opportunities for All”: Empowering Girls through Partnerships on Education.

Monitoring and evaluation frameworks are developed for projects we manage directly or those we manage as consultants.
